Safety Management System
A Safety Management System (SMS) is a global approach to saafety management that involves the organizational structure (from the highest to the lowest levels), company policy, responsibilities and procedures and which serves to prevent incidents and accidents, in a consistent and systematic balance with the economic/financial aspects of the Company.
It allows the airport manager to anticipate and manage safety risks before system failures and to implement the safety level following "incidents" and "accidents". Thanks to SMS, managers can move from sporadic and isolated initiatives to a systematic process in which the entire airport works in a coordinated and effective way.
Starting with the assumption that dangers and risks are closely linked to each other, connected with airport operations and that incidents and accidents are only the end result of a chain of procedural and organizational defects/ errors / gaps, only proactive management, based on the diffusion of a positive safety culture at all levels of the organization, allows to identify and control/ reduce / mitigate latent risks and therefore to prevent inconveniences and accidents.
All subjects operating at the airport are obliged to cooperate proactively with the airport security programs.
The Safety Management System, that is the System behind all the procedures relating to Safety in the airport sector adotped by So.Ge.A.P. S.p.A., is a dynamic tool, which guarantees the monitoring of safety performances and their continuous improvement through Hazard Identification, Risk Assessment, Risk Management, Reporting and Auditing processes.
Safety Promotion
The dissemination and promotion of safety policies, objectives and programs to promote just culture is a key element of a Safety Management System. An ongoing program to promote Safety to all operators will ensure all the benefits of training and understanding of the organization itself.
The promotion of Safety should cover all the necessary activities so that staff can effectively learn why Safety management procedures are studied and introduced and the importance of any actions undertaken.
The promotion of Safety is the main tool for applying the results of the investigations on non-compliant events and on other activities not related to Safety. It also acts as an encouragement for the development of a positive safety culture and ensures the emergence of the culture itself. The Safety promotion during the initial implementation phase of the SMS is especially important: it is the main channel through which safety-related problems are communicated within the organization.
Once staff are aware of the hazards already identified and the corrective actions implemented, new solutions, can be proposed to identify the hazards.
The Safety promotion and continuous training are therefore the foundation for the introduction of new procedures.
Particular importance is given to all information concerning changes in infrastructures, resources, means and procedures.
So.Ge.A.P. S.p.A. provides different methods of communication which include:

The responsible for issuing these safety communications is the Safety Manager.
Safety Report
The Reporting System represents one of the cornerstones of the Safety Management System to which all airport operators contribute through different types of reports (GSR, mandatory reports, safety checklists, service reports, voluntary reporting).
The Reporting System is the systematic activity of collecting and managing data relating to:
- Incidents / serious incidents / accidents;
- Event that might have or have jeopardized security;
- Abnormal situations / dangers that might have jeopardized safety;
- Monitoring of the state of infrastructures and vehicles and equipment;
- Monitoring of identified hazards;
- Monitoring of accident data for operators and users.
Voluntary reporting within the organization are highly encouraged, acceptable both anonymously and informally, even of minor inconveniences. Together with the reports for which a report to ENAC is mandatory, they continuously monitor the safety performance of the organization to identify the safety trend.
The information received and processed through the reports (any type of the report) are not and will not be used to blame or identify specific faults, but only and exclusively to improve the general level of security of the airport structure, unless the fact constitutes a crime and without prejudice to the national rules on access to information by the judicial authority..
The main aim of the Safety Services Offices and of the Safety Manager, as well as of all the top management of So.Ge.A.P. S.p.A. is to encourage the reporting of actual or probable inconveniences by promoting an open and just culture within the company.
Ground Safety Report (GSR)
The reports relating to Safety operations take place through the Ground Safety Report (GSR) ehich embodies the cornerstone of the reporting system.
The GSR is one of the indispensable tools that provide the Safety System with information regarding problems and / or potential problems related to Safety that have occurred in the airport environment.
Based on the processing and analysis of the data received, the Safety Manager can infer the performance inherent to Airport Safety by providing adequate feedback on the performance of the system..
Ground Safety Reports (GSR) are received and managed by the Safety Manager or by a person included in the Safety Services Office. On a daily basis, the Safety Services Office checks the receipt of the reports and inserts them in a database / spreadsheet named "GSR database", for the statistical management to evaluate, and secures the file, with a password for rwading and writing protection, then saves it on the So.Ge.A.P. S.p.A.
Paper copies of GSRs are ketp at the Safety Services Office.
Mandatory Reporting
The mandatory report concerns all events, serious incidents, accidents that must be reported to ENAC through the appropriate channel, as indicated in the EU Reg. 376/2014 art.4.
The manager must be informed of the event within 72 hours and the Safety Manager takes action to report it to ENAC. In addition, within 60 minutes, the Manager must forward the notification of the problem or accident to ANSV. Anyone who becomes aware of an event is required to report it immediately.
Voluntary Reporting
Any potential hazards or abnormal situations must be promptly reported to the Safety Manager or the Safety Services Office via:

Suggestions from those making the report are appreciated in order to mitigate the danger or restore safety. The reports must contain at least the following data:
- Date and time
- Place where the event occurred
- Weather conditions
- Aircraft / vehicle involved and related plate / registration
- Brief description of the event
- Photographs if applicable
