Airport entry card (T.I.A.)
The Airport Entry Card (T.I.A.) is the document that enables access and stay in the airport areas, located in Landside or Airside.
It is issued by So.Ge.A.P. S.p.A. through its Membership Office and is valid only for Parma Airport.
They are authorized to request the issuance of the T.I.A. all the people who work there continuously belonging to:
- State Bodies
- Managing Company
- Other subjects operating permanently or occasionally at the airport.
The subjects called "Referring Body" may submit a request for issuance of T.I.A. for its employees and for third-party companies with which contractual relationships are in place (subcontractors, suppliers etc...).
The T.I.A. it must always be displayed in a visible way by the owner during service hours and shown to the airport authorities who request it. The T.I.A. allows access only to areas in which the owner carries out his work during the hours of service. It is strictly personal and cannot be transferred to third parties.
The validity of the T.I.A. is linked to the duration of the contract and/or tender, up to a maximum limit of 5 (five) years for all subjects operating at the airport.
The requests for issuing T.I.A. to be presented to the Membership Office must be accompanied by:
- Application form completed and signed in its entirety by the Legal Representative of the Company/ Company/ Body to which he belongs or his delegate and by the Company/ Company/ Reffering Body if required;
- Copy of a valid identity document (in the case of a non-EU citizen, a copy of the residence permit must also be attached);
- Copy of the employment contract or declaration of the legal representative (or his/her delegate) showing the expiry date of the contract;
- Certificate of attendance valid for a training and awareness course on airport security administered by an ENAC certified Instructor (ref. ENAC Circular SEC-05A);
- Certificate of attendance to an Airside Safety course;
- Substitute Declaration of Certifications;
- Certificate of payment of the applicable rate.

Conversion from another airport
The issue of an airport entry card to a person who already holds another card at another national airport does not require:
- Background check
- Security awareness course
The request must be submitted to the registration office complete with:
- Application form completed in its entirety;
- Copy of the card of another airport which will be photocopied;
- Copy of the contract and/or subcontract, if you are not a service provider at the Parma Airport;
- Certificate of payment of the applicable rate.
The validity of the card will be linked to the work to be carried out at the Parma Airport and may not, in any case, exceed that indicated on the card of the other airport..
Visitor Entry card (T.I.V.)
A person who exceptionally, or occasionally, needs to access the sterile area may be exempted from the requirements for applying for the T.I.A. and obligations on background checks provided he is escorted by authorized personnel whenever he is in security restricted areas. The escort will be able to accompany the visitor only in the areas to which he is authorized to access.
Persons in possession of a T.I.A., who have forgotten it or just lost it and not yet replaced, can obtain an authorization to access the security restrited areas (T.I.V.) without having to escort them.
The request of the T.I.V. to be presented to the Membership Office must be accompanied by:
- Application form completed and signed in its entirety;
- Copy of a valid identity document;
- Certificate of payment of the applicable rate.
Access with escort is valid for a maximum of 24 hours. However, the duration of the T.I.V. must correspond to the period of operational need and maximum of 3 escorted access permits may be issued to the same person within thirty day, except in exceptional cases in which the need to access a greater number of times is demonstrated.
Vehicle passes
Vehicles circulating within security restricted areas, including those of state bodies, must be in possession of a vehicle pass and have a legitimate reason to enter.
The vehicle pass must be displayed in a visible way for the entire period of stay of the vehicle in the sterile areas of the airport.
It indicates the areas to which the vehicle is authorized to access and the expiry date.
The pass is of a permanent nature for vehicles that operate permanently within security restricted areas, including those of the State Bodies and So.Ge.A.P. S.p.A., with a maximum validity of five years. There are two distinct areas in which vehicles authorized to circulate:
- Pass with RED band, which gives the right to access the entire sterile area including the movement area and the maneuvering area.
- Pass with a YELLOW band, which gives the right to access security restricted areas, limited to the perimeter service road and the aircraft aprons. Drivers must be in possession of A.D.C. valid type "A".
Requests for issuing a vehicle permit must be accompanied by:
- Application form completed and signed in its entirety by the Legal Representative or his/her delegate;
- Copy of the vehicle registration document;
- Copy of the insurance policy with explicit indication that the vehicle has coverage for damage caused within the airport area;
- Certificate of payment of the applicable rate.
Return of admission tickets (T.I.A. and Vehicle Pass)
The access ticket must be immediately returned to So.Ge.A.P. S.p.A.:
- At the request of ENAC and/or So.Ge.A.P. S.p.A.;
- When the subject/vehicle no longer needs to access the sterile area;
- Following modification of the authorized access areas;
- Following withdrawal;
- Upon expiry (in this case, the Membership Office will, if applicable, issue a new access ticket).
The return of the admission ticket must take place within 7 (seven) working days from the expiry date or the legitimate reason that allowed it to be issued.
Theft or loss
In case of theft or loss of the ticket (T.I.A. and vehicular pass), you must:
- Submit a complaint to the Public Security Authorities as soon as possibile;
- Inform the employer;
- Inform the So.Ge.A.P. S.p.A.
For the issue of the duplicate it will be necessary to go to the Membership Office with the complaint and a declaration from the Company to which the person belongs, stating that the person/vehicle still has the right/need to access. The duplicate issued will have the same characteristics as the one stolen or lost with a new numbering.
The access ticket will be, if necessary, immediately disabled and inserted in a special list kept at the staff.
Insurance
Motor vehicle with license plates, which request authorization to enter the sterile area of Parma Airport, excluding those belonging to State Bodies, the Police and those used for health care and/or rescue, must be equipped with adequate insurance for motor civil liability (RCA, pursuant to LAW 990/1969), according to the minimum legal limits provided for by Legislative Decree 198 of 6 November 2007, without under limits or deductibles. The policy must indicate that the coverage is also valid for damage caused within the airport area, including aircraft.
